Mr. Tublin earned a Bachelor of Science degree from the U.S. Merchant Marine Academy in 1949 and a J.D. from Georgetown Law School in 1953. He taught business, admiralty and international law at the U.S. Merchant Marine Academy from 1960-61. He has lectured on maritime law at the World Trade Institute in New York City, and authored “Danger Signal Authorized in the International Rules of the Road,” in the Georgetown Law Journal in 1953. He is a member of the Maritime Law Association of the U.S. and a retired Naval Reserve officer. He was admitted to the District of Columbia bar in 1953, the New York state bar in 1954, and the U.S. Supreme Court and U.S. Military Court of Appeals in 1959.
